Create a key called MMC under “HKEY_CURRENT_USER\Software\Policies\Microsoft\” and create a DWORD called “RestrictToPermittedSnapins”. Set its value as 1.

Now will get the below error when you select Manage item from “My Computer” right click menu.

This will prevent accessing MMC snapins in Windows XP.
